This makes sense - certainly, the first thing you need to do is to check whether anyone is hurt and call an ambulance if it is needed. It is also important to speak with the other driver to exchange information. However, the people who could become most important in your car accident claim may not be in either crashed vehicle. Drivers who have just been in an accident are generally shaken and may be reluctant to start flagging people down to ask for contact information. 

In more serious accident cases, you may have been too gravely injured or too worried about a seriously hurt loved one to go looking around for witnesses. However, witnesses are more likely to stop if the accident appears serious.
